P&Z approves Indian Motorcycle dealer, larger homes & lot sizes, animal shelter

During its regular May 05, 2016 meeting, the Forney Planning & Zoning Commission met and (this is the initial summary report, subject to revision):

  • Held Public Hearings to consider:
    • Replat of Forney Revised plat, block 42 (PT), 2.378 acres at the SE corner of Chestnut and Broad. The current lot will be split into two lots approximately 0.57 and 1.83 acres.

      There was no public input. The replat was approved.
    • Conditional Use Permit for Motorcycle Dealer (New/Repair) and Auto Dealer, Used Auto Sales, to operate at 113 and 117 E. US Hwy 80. Staff recommended approval.

      The proposed business (an Indian motorcycle dealership) holds open house events about 6 times per year. There was a lengthy discussion about concerns of having an establishment that sells alcohol being next to this business during those events.

      There was no public input. The CUP was approved 3-1.
    • Amendment to Gateway Parks PD 15-01, to amend the lot coverage for a residential lot.

      Mr. Morgan explained this was to change the lot coverage split, and will allow for larger homes.

      There was no public input. The amendment was approved 4-0.
    • Amendment to the Comprehensive Zoning Ordinance, Section 20, SF-6 Single-Family Residential - 6, Section 19, SF-8 Single-Family Residential - 8, and Section 34a PD-Planned Development Overlay Districts

      Mr. Morgan stated staff was highly in favor of larger lot size. There is language concerning RV parking. Home size would increase from 1,200 to 1,500 sq. ft. Mr. Cross was in favor of the park dedication changes, and asked about flood plain acreage. Mayor Wilson recommended increasing the lot sizes slightly, to try to match the designation to the size. He also suggested a time limit on completion. Mr. Morgan said he would have to research the legal aspects of that. Re: lot sizes, staff would have no issues. Ms. Coffman asked about the prevelance of PDs. Mr. Cunningham asked if P&Z could set timing, or if it was Council. Mr. Cross asked about currently approved plats.

      The changes were approved, with the Mayors' suggested changes.

  • Approved a final plat for Windmill Farms, Phase 3B, a residential subdivision located north of U.S. Highway 80 and west of Iron Gate Boulevard.
  • Approved a preliminary plat for the Forney animal shelter, to be constructed east of the Centenary Drive and Holly Leaf Trail intersection.

    Mr. Morgan addressed these 3 items. The current shelter can hold 7 dogs, the new shelter will hold 20, and have a cat area. The long-term vision is a road into the park. Mr. Cunningham asked if the building would be metal or tilt-wall. Mr. Morgan said tilt-wall, more like the Justice Center or Forney Fence. Mr. Cunningham asked if there was a state agency involved - Mr. Morgan said yes, they have to submit plans to the state.
  • Approved a final plat for the Forney animal shelter, to be constructed east of the Centenary Drive and Holly Leaf Trail intersection.
  • Approved a site plan for the Forney animal shelter, to be constructed east of the Centenary Drive and Holly Leaf Trail intersection.
