City Council moves forward with smaller ETJ annexation planning, sewer upgrades
During its regular Nov. 01, 2016 meeting, the Forney City Council met and (this is a preliminary report, subject to revision):
- As a consent item, Accepted the Public Improvements for Brooklyn Village Phase 1.
- Approved an ordinance electing to make current service and prior service contributions to the City’s account in the benefit accumulation fund of the Texas Municipal Retirement System at the actuarially determined rate.
- Approved authorizing the City Manger to execute an agreement with Pipeline Analysis for development of a CMOM plan.
- Approved awarding the construction contract for Irish Ridge Gravity Sewer and Force Main to Saber Development Corporation in the amount of $1,183,191.50 and authorized the City Manager to enter into a contract with Saber Development in the amount of $1,183,191.50, subject to approval of ___.
- Approved awarding the construction contract for Irish Ridge Lift Station to Dake Construction in the amount of $936,050.00 and authorized the City Manager to enter into a contract with Dake Construction in the amount of $936,050.00.
- Approved authorizing staff to prepare a service plan to annex extra-territorial jurisdiction properties adjacent to City of Forney city limits, just the Wynne-Jackson parcel.
- Discussed the City Council Retreat.
- Public Communication: George Lawshe on Sunset, would be opposed to being annexed.
Gregory Mcall - agrees with Mr. Lawshe, will oppose anexation.
Crystal Lambert - lives on Nicole Lane, several family businesses and farms that don't want to be annexed.
Jason Thompson asst. coach for NFHS swim team addressed the need for swimming pool, have 60 on the team, would mean a lot the school and team to have a pool, bus leaves at 5:30 for practice. Other activities besides school could be done.
- City Manager’s Report - introduced the interim police chief.
Infamous Quiet Zone: still waiting for federal RR Assoc. to release letter, once letter received will send out notices, feel comfortable it will be done by end of year, love to have by Christmas on Main. Might have something for parking at Mulberry for Dec. meeting. Parks dep. did great job w/ 2 events in 1 day, review events for changes. Ms. Penn said has been notified about leaves in Ridgecrest median; asked about getting a light by Heritage Hill park.
Mayor Wilson said heard complaints about Trail of Treats as weren't enough activities, maybe add to budget for next year, maybe not as big as July. Mr. Stephens asked if could find budget money for trailer for FD when they travel for competition. Ms. Penn: if not, would be an Eagle Scout service project. Seemed to be confusion about Trail of Treats, children were turned away because candy was only 3:30 - 5:30.
