P&Z approves indoor gun range CUP

During its regular Mar. 02, 2017 meeting, the Forney Planning and Zoning Commission met and (this is the preliminary report, subject to change):


  • Held Public Hearings -

    • Approved an Ordinance for a Conditional Use Permit for a Gun Range (Indoor) to operate at 206 E. U.S. Highway 80.
      Mr. Patroski briefed the commission, stating there will be no external modifications.
      There was no public input.
      Ms. Coffman expressed concern about noise for neighbors. Mr. Morgan said there was an ordinance regarding sound levels, he has spoken with another city having experience with this type of range, and the owner, and there is not expected to be noticeable noise. Ms. Coffman asked if the state has regulations for noise; Mr. Morgan said there was a level where, if staff received complaints, they would investigate. The owner of the business in the same building spoke, said there will be limited noise - he can't afford to have his customers jumping from any noise. Ms. Coffman asked about the notices sent out, if there were any homes within the 200 ft; no, and when they are built, will only be a few because of the flood plain.
      Chmn Wilcoxson asked the owner what type of guns would be allowed; up to 50 caliber, but they won't allow ones that large, due to noise. There are steel baffles before the concrete walls. Mr. Rexrode asked about simulations - they will be live ammo scenarios. Mr. Bowen asked about hours; may be 9 - 9; they will build 8' concrete walled box inside the existing steel building.
      Approved.

  • Approved an amended building elevation plan for the Pristine Express Car Wash, located west of F.M. 548 and north of Kroger Drive.
    Mr. Patroski briefed the commission regarding the changes. There was brief discussion about building height. Ms. Coffman asked what prompted the change; possibly personal preference, or cost savings. These changes meet the requirements, but staff noticed the plans were not the same as previously approved.
