City Council tables action on Whaley tract / Wynne-Jackson

During its regular Mar. 21, 2017 meeting, the Forney City Council met and (this is the preliminary report, subject to change):


  • Mr. Fisher presented draft Park plans for the Forney Business Park.
    The proposed park area is along Reeder and would be bounded by an extended Ridgecrest.
    If Splash Kingdom decides to come, might open in 2019.
    Mr. Stephens asked if any football or soccer fields - not yet, might be more land dedicated in future, but now just baseball.
    Mr. McGee said would free up Mulberry for practice.
    Mayor Wilson asked about cost- Mr. Curry said est. range, based on 2007 costs for phase 2, $17-22 million.
    Mayor Wilson asked if this was in EDC park - Mr. Fisher said 5 acres were, potentially.
    Mr. McGee asked about Ridgeway Rd - Mr. Fisher said it would be part of thoroughfare plan. Mr. McGee said be big deal for restaurants along access rd.
    Splash will be in the grey area.

  • Approved, as consent item:
    • an amended building elevation plan for the Pristine Express Car Wash, located west of F.M. 548 and north of Kroger Drive.
      Mr. Stephens said there was a lot of social media questions about the car wash - it is a full service car wash.

  • Approved amending the Code of Ordinances by adopting the following, in one motion:
    Mr. Thatcher said there would be 30 - 60 day grace period. Mr. Stephen modified his motion to reflect that.

  • Approved a Performance Agreement with Eno's Pizza Tavern, LLC.
    Mr. Ketteman briefed the council, proposed agreement includes $100k reimbursable incentive for move-in costs, and $120k no-interest loan, to be paid back monthly.
    Ms. Penn asked about roof-top dining - without major design, it is not feasible. Mr. Fisher said it probably will not happen, due to the amount of work needed. But they could consider a bigger patio area. Mr. Stephens said already have 1/4 mil invested in the building. Ms. Penn said it would be a draw.
    Ms. Powers asked about extending the back part; Mr. Ketteman said there is a small area behind it where the edc purchased for easement and water/sewer lines. The rest is owned by Eric Davis, they are amenable.
    Mr. Regan asked about move-in costs; Mr. Ketteman said about 500k?, building is just a shell. Ms. Penn said when Zanatas was going in, there was some issue about the ovens, was that resolved? Mr. Ketteman said when he got here there were 2 pizza ovens outside in a lean-to. It may have been a grease-trap issue, which has been resolved.
  • Tabled unti Apr. 4: the Development Agreement for the Wynne/Jackson Development located on the Whaley Tract on FM 548.
    There was a lengthy discussion about this, concerning investing in the future vs. giving a developer money vs. a PID. Details to follow.


  • Public Comment
    Mike Thomas spoke about the Wynne-Jackson - agrees it blew up on social media, expected the place would be packed, disappointed people not here. Restaurant needs people, is opposed to this being done so quickly. Remembers Mayor Wilson saying Forney was growing too fast; this one isn't approved yet, could slow it down. Vintage Meadows - not collecting property taxes - believe developer agreement pays impact fees, and get sales tax from its retail. He has sat on the council before - houses don't make money, they cost you. This development might require a 3rd fire station. Water tower, don't need one now, this development will require it. Maybe should slow-walk this a bit before burden FISD with 1800 kids, FISD can't borrow money until 2027.
